When this happens just shoot him until he dies and take cover if you need to reload. After he's dead, go into the Office. The door infront of you. Now that you're in the Office, look up at the ceiling and grab the blue chip.

Then look back down, look at the floor, and grab the red chip. Then look back up, and click the clock on the wall. Click the right side of the clock to move it aside, then grab the yellow chip. Now back out and turn to your right, then click the light fixture above the door, and grab the gold key.

Back out, look to your left, and click the small panel near the floor on the wall. Set 1 to brown, 2 to blue, and 3 to pink. Then use the gold key on the keyhole to open the panel. Now insert all three chips into their slots and back out. Look at the big metal door, and click the vent in the top-right. Grab the silver key, and go back to the panel with the chips. Take the red chip out, and go back to the vent. That's the code for the safe. Now grab the keycard to finish the game.

I hope this helps! The puzzles in this game were just way too difficult I like the story and the graphics, but the puzzles were just too difficult and nonsensical.
